Develop hardware (data recorder, backend system, correlator, realtime VLBI 
system, receiver system). 
Develop software (analysis software, FS K-4 support). 
Related research activities (WVR, collocation with GPS and SLR, Pulsar 
observations).

Describe any planned facility upgrades.

development center and wish to have that proposal carry over to the IVS,

IVS as a Technology Development Center and to work closely with the IVS 
Technology Coordinator. If this is a new proposal (i.e. not carried over 
from IERS) your signature commits your organization to participate in the IVS.
