Describe your primary activities in VLBI technology development:
The accuracy of space geodetic methods can be improved both by
the reduction of instrument errors and through hardware
development, and by improvement of analysis strategies and
methods. We will develop software for combination of VLBI, GPS
and SLR data at the observation level. We will study
     - the optimum parameterization of environmental parameters,
     especially the behavior of the troposphere and clocks,
     - optimum weighting of data with a combined multi-technique
     analysis strategy, and
     - combination of multi-technique arc solutions to a global
     solution with between-arc stochastic parameters (geocenter,
     EOP, orbital elements, dynamical parameters ..)
The GEOSAT software is a powerful diagnostic tool to be used in
the study of technique-dependent systematic errors.

Please provide any other information that you feel will be
helpful in demonstrating the capabilities of your technology
development center to participate in the IVS. If you proposed to
the IERS in 1995/6 as a technical development center and wish to
have that proposal carry over to the IVS, please make such a
statement in this proposal. FFI proposed to the IERS in 1995/6 as
a Scientific Analysis Center and as a Technical Development
Center and wishes to have that proposal carry over to the IVS.
According to the original proposal Statens kartverk (SK) wished
to participate in the project with two scientists, each working
50 % on the project. SK has so far not contributed to the project
due to capacity problems. It is uncertain what will be the
situation for SK in the future and we therefore do not expect any
contributions from SK in the near future. The consequence is that
water vapor radiometry data, gravimetry data and VLBI phase delay
data will not be included in the combined analyses. However, if
the situation should change at SK, we will certainly include SK
in the project and notify the IVS. Prof. Kaare Aksnes has
resigned from the consultant position (20 %) he had at FFI and
will therefore not be directly involved in the IVS project in the
future. It is our intention to bring new students into the IVS
project.
